The Eviction Diversion Program (EDP) provides resources for landlords and tenants in residential rental properties to resolve issues surrounding non-payment of rent while avoiding a costly or drawn-out court process. Resources from the program may include mediation between landlord and tenant, as well as potential funding that covers tenant’s rent arrears up to $3500. It is very important to note, the program requires the landlord to participate in good faith before seeking a legal eviction through court.
The very first step in the process is to provide the tenant with the “Notice of Tenant Rights” which can be found on the City of Philadelphia’s EDP Program Website. It is recommended that you send the Notice of Tenant Rights both by email as well as by certified mail, as you will have to provide proof that you have sent this to the tenant. The strongest form of proof is a copy of the certified mailing label, so make sure to keep a copy before you drop it in the mail! Once you have sent the notice to the tenant, you can then go online to apply.
